You have the clr package, which conflicts with clr-loader. They share the same module name.
You can run "./python.exe -m pip uninstall clr"

https://pypi.org/project/clr-loader/
You can run "./python.exe -m pip uninstall clr"
https://pypi.org/project/clr/
https://pypi.org/project/clr-loader/
